Should the Federal Reserve Buy Homes?

If housing prices are the real problem affecting the United States economy today how can we make home prices stop declining and start going up? A simple way to do this would be to have the Federal Reserve go into the marketplace and start buying homes. The Fed has all the money it needs to do this and without any doubt this would cause home prices to stop declining and start rising. Is this a realistic idea? Could the Fed do this legally?
